District 20 is on the southeast side of City River, connected by the East Side bridge. District 20 is also known as the Hacienda, reflecting the city housing project, Hacienda Houses, which were taken over by residents during the Culture Clashes. Situated near the long-abandoned docks on City River, District 20’s more enterprising element is able to import and export a small nation’s worth of black market goods. In recent months an illegal construction project has begun on the docks. This has caught the attention of City Council and Mayor Warren. However Palomar City laws have not been enforced in District 20 since it was emancipated in the city-wide District secessions of 2028.
